The survey is the most comprehensive of its kind ever conducted and is based on the responses of 30+ global and regional heads of 1^st line risk and control functions across global systemically important banks (G-SIBs) and regional leaders. This report provides unparalleled insights into the evolving challenges, priorities, and technology shaping the 1st line risk and control landscape.

Key Findings:

Risk Prioritisation: Regulatory compliance, conduct, and market abuse risks remain top priorities, with 95% of respondents ranking them as high priority for the next 24 month closely followed by cyber (67%)
Cyber Investment: 69% of respondents plan a high level of investment in cyber risk and IT governance in the next 24 months
Persistent Technology Barriers: 72% of respondents identified technology limitations as the biggest challenge in implementing regulatory changes
AI Adoption: While AI adoption remains in its infancy, 41% of banks have dedicated AI resources supporting 1LOD functions, signalling a shift toward predictive analytics and advanced risk management tools.
Innovation Capacity Constraints: 74% of 1LOD teams allocate 25% or less of their resources to Change-the-Bank (CTB) activities, highlighting a focus on business-as-usual (BAU) processes at the expense of innovation.

The report reveals that the 1LOD function is maturing but remains structurally constrained. While embedded in daily operations and increasingly valued by senior management, it struggles with manual processes, pro-active risk management and limited innovation bandwidth.
